The enolates of methyl 4-methyl-2-pentenoate are more reactive than the corresponding esters because the enolate anion is a better leaving group. This reactivity difference is due to the fact that the attack of nucleophiles on the ester carbon atom is sterically hindered by the substituent group, whereas attack on the enolate carbon atom is not hindered.
